Grounds for Non-deletion per Wikipedia's criteria. If an artist meets at least one of these, they should be included. Scott West meets 5 of these criteria and all can be easily verified.

Scott West & Sex On Sunday contains at least one member who was once a part of or later joined a band that is otherwise notable, namely Sex On Sunday 2005 debut album includes members of platinum bands Tesla and Cake: Brian Wheat (Bass) with Tesla (5 times Platinum Recording Artist), Frank Hannon (Guitarist) with Tesla (5 times Platinum recording Artist), Troy Luccketta (drums) with Tesla (5 time platinum recording artist, Gabe Nelson (Cake) (3 time platinum recording artist). Both Brian Wheat and Frank Hannon performed with the Scott West & Sex On Sunday band LIVE in 2005 and 2006. Frank Hannon's official myspace mentions Scott West as does the Sacramento News and Review's review of the "Sex On Sunday" Cd, which cites Tesla's Brian Wheat, Frank Hannon and Troy Luccketa and Cakes Gabe Nelson, when the Cd was first released
2. Has become the most prominent representative of the local scene of a city (Sacramento) and this entry still meets all ordinary Wikipedia standards, including verifiability. Scott West & Sex On Sunday were voted Best Local Band in Sacramento (DMA with 1.9 million people) by the Readers of the Sacramento News & Review in their September 2006 Readers poll. They also were voted Best Album and Scott West and Jackie Greene were voted the top two local musicians for Best Musician in Sacramento. These are just the ones I found on the internet with a quick search, there are thousands of search listings that I didn't have time to read.
4. Scott West has won or placed in a major music competition. Scott West & Sex On Sunday were selected Sac MusicSeen Selection for The 2007 Sacramento International Film & Music Festival for their music video of "Standing On The Moon" and Scott West & Sex On Sunday was also named one of the top 3 entries in the 2007 SAcramento Film & Music festival. The Sacramento film & Music Festival was voted the best film festival in Sacramento and is noted as one of the top film festivals in California.
6. Scott West & Sex On Sunday's singles "standing On The Moon, "I Could Never Go For You" and "Room 413" were placed on rotation on National Public Radio's National Blues Show, Sirius Satellite Radio, and Entercom Radio, so Scott West has been placed in rotation nationally by a major radio network.
