Scottish Executive Legal and Parliamentary Services

Scottish Executive Legal and Parliamentary Services (LPS) is a civil service department of the Scottish Government. LPS is responsible for the legal administration of the Government, including how the Government exercises its statutory powers, and its relationship with the Scottish Parliament.
The Minister for Parliamentary Business is Margaret Curran, assisted by the Deputy Minister, George Lyon[1].

The Department is comprised of the following areas:
- The Office of the Solicitor to the Scottish Government (OSSE) - provides legal advice to the Executive and Executive agencies, in particular on the extent of their statutory powers;
- The Office of the Scottish Parliamentary Counsel (OSPC) - drafts Scottish Parliament Bills for the legislative programme of the Scottish Ministers;
- Constitution and Legal Services Group (CLSG) - responsible for various areas including freedom of information (FOI), liaison with the Scottish Parliament on business and procedural matters, and constitutional policy; and
- The Legal Secretariat to the Lord Advocate (LSLA) - provides support to the Lord Advocate and Solicitor General.
