It is almost certain PD, as all the logos are official symbols and not copyrightable by Romanian law and also, the text is a political public announcement by an official of the Romanian state and also not copyrightable. bogdan 18:23, 13 February 2006 (UTC)

Fair-use rationale: it is the last issue of an important publication in communist Romania, it can't be replaced, it has no commercial value (its assets were owned by the state), it depicts the official reaction of the government towards the revolution.
