Who should be in this category? I suggested here that merely facing allegations of terrorism, during one's Guantanamo Combatant Status Review Tribunal or Administrative Review Board is insufficient justification for adding individuals to this category. I think my correspondent agreed. I am not sure.

Many of the Guantanamo allegations are incredibly flimsy, or inconsistent I don't think anyone should be called a terrorist merely because they were unlucky enough to end up in Guantanamo. A very small number of the Guantanamo captives testified that the allegations against them were true, or that some of them were true. Does that make those captives terrorists? Possibly -- it would depend on the allegations they faced. Many Guantanamo captives didn't face allegations that, if true would justify calling them terrorists.
