This image is taken from the 'Saturn V News Reference', a document produced by NASA and the major Apollo contractors as an aid to the news media in coverage of the Apollo program. The foreword to the document also states that 'All photographs and illustrations in the book are available for general publication,' implying they are intended to be used for promotional purposes related to the Apollo program.
As such I believe it meets the conditions of fair use in illustrating the design of the F-1 engine in the ' F-1' article.
