Saraj (Macedonian: Сарај, Albanian: Saraji) is one of the 10 municipalities that make up the city of Skopje, the capital of the Republic of Macedonia. Saraj is also the name of the village where the municipal seat is found.

Saraj borders Jegunovce municipality to the north-west, Želino municipality to the south-west, Sopište municipality to the south, Karpoš municipality and Gorče Petrov municipality to the east, and Serbia (Kosovo) to the north.

According to the last National census from 2002 Saraj has 35,408 inhabitants.
Ethnic groups in the municipality include:
- Albanians = 32,408
- Macedonians = 1,377
- Bosniaks = 1,120
- others.
