[edit] Article almost entirely OT.

The previous content of this article was almost entirely irrelevant, being appropriate to the article on the San Andrés y Providencia Department. E.g. history of the region, background of the Raizals, treaty with Nicaragua, tourism in the islands. Some was simply wrong: the population of the town cannot be 100,000 as there are only 60,000 people in the whole department.

Some of the deleted material seems useful, and I will incorporate it into the Department article.
