San Vicente is a 5th class municipality in the province of Ilocos Sur, Philippines. According to the 2000 census, it has a population of 10,877 people in 2,248 households.

In tracing the history of San Vicente, one always has to start from Vigan. Vigan was established by the Spanish colonizer, Juan de Salcedo on June 13, 1573 up to 1582, there were only 800 residents.

Upon Salcedo’s return in 1574, he brought with them the Augustinian friars in order to teach Christianity to the inhabitants. After Salcedo’s death in March 11, 1576, Franciscan friars replaced the Augustinians in the year 1579. These same friars spread up to San Vicente to convert the people to the Catholic faith.

In 1591, Vigan has already an organized form of government, which included these barrios namely: Bo. Tuanong, Bo. Sta. Catalina de Baba and Bo. Caoayan. There were then a population numbering about 4,000 inhabitants.

Between the years 1720 and 1737, the first chapel of Bo. Tuanong was erected. Later in 1748, the Confraternity of Jesus of Nazareth was organized. In one record of the Vigan Convent archives, a funeral that happened on January 29, 1748 at the Chapel Bo. Tuanong was recorded. Two chaplains Bro. Don Agustin de la Encarnacion and Don Pedro Geronimo de Barba were the priest stone the chapel in that year 1748. It is believed that the chapel is the first stone building that sees upon entering the San Vicente Central School from the main road. Bo. Tuanong which belonged to Vigan was the old name of San Vicente.

On June 16, 1751, the chaplain was Don Miguel de Montanez. He was the first priest there and also in the chapel of San Sebastian. It is found out that Barangay San Sebastian already erected.

Hardship in reaching Bo. Tuanong and Bo. Sta. Catalina de Baba from Vigan especially during the months of June to October was experienced, due to the absence of dike or bridge. Priests from Vigan reached these places by means of a raft. The problem prompted the separation of these two barrios from Vigan in 1793.

In 1795, it was the initiation of the seat of municipality and the church and Bo. Tuanong became San Vicente de Ferrer. Don Pedro de Leon was the first parish priest and he was believed as the initiator of the construction of the Church of San Vicente.

[edit] The Local Government

The milestone enactment and implementation of Republic Act 7160, otherwise known as the Local Government Code of 1991, have considerably strengthened the position of San Vicente’s Municipal Hall. Pursuant to the Code, the municipal government may now discharge the functions and responsibilities of central agencies and offices that are now devolved to its administrative scope while striving for self-reliance, in addition to those duties it has previously performed. These powers have allowed the Municipality to exercise and discharge such other functions and responsibilities as are necessary, appropriate or incidental to the efficient and effective provision of basic services and facilities needed by the citizenry. Unlike before, local legislation is no longer reviewed by higher authorities except cases that extremely affect programs of the government.

Among the functions that have been devolved to the Local Administration are those concerning agriculture, health, social welfare and development, tourism, the environment, transportation and communications.


Executive

San Vicente’s local government is headed by the Municipal Mayor followed by the Vice Mayor who currently serves as the Presiding Officer of the Sangguniang Bayan. The two officials together with the Councilors serve three year term and are allowed a maximum of three consecutive terms in their respective positions. However they may run for the same office again only after one term of non-incumbency for such functions. The main task of the Municipal Mayor are basically administrative in nature as lawmaking is reserved for the Municipal Council under the Vice Mayor, he has the power to veto local legislation though, but such power may still be deferred by a 2/3 majority vote of the council. In consonance with Republic Act No. 7160, known as the Local Government Code of the Philippines, the Municipal Mayor has the power to (1) Exercise general supervision and control over all programs, projects, services and activities of the municipality, (2) enforce all laws and ordinances relative to the governance of the municipality and in the exercise of the appropriate corporate powers provided for in the said code, implement all approved policies, programs, projects, services and activities of the municipality , (3) initiate and maximize the generation of resources and revenues, and apply the same to the implementation of development plans, programs, objectives and priorities particularly those, resources and revenues programmed for city wide growth, (4) ensure the delivery of basic services and the provision of adequate public facilities, and (5) exercise such other powers that may be prescribed by law or ordinance. All legislations and budget schedules formulated by the barangay require the Mayor’s approval upon recommendation of the Municipal Council before such acts may be effective and executory.

The Vice-Mayor. Aside from being the council’s presiding officer, the Vice-Mayor may also appoint most of the officials and employees of the Municipal Council assume the office of the Municipal Mayor and its powers, duties and function for the unexpired term of the latter in the event of permanent vacancy and exercise such power and perform such other duties and functions as may be prescribed by law or ordinance.


Legislative

Composing San Vicente Municipal Council are the ten councilors. It is the Municipal Vice-Mayor who serves as its Presiding Officer and may only vote to “break the tie” should there be a stalemate during the floor deliberations. The council matters are referred prior to floor deliberation. The committees are composed of five council members each inclusive of the respective committee chairman and vice-chairman although the council’s powers are basically legislative in nature they may exercise certain quasi-judicial functions especially on matters require thorough investigation and fact-finding procedures.


Legal Powers of the Municipal Council

In accordance to the Local Government Code of the Philippines, the Municipal Council may therefore (1) approve ordinances and pass resolution necessary for an efficient and effective municipal government, (2) generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the municipality with particular attention to industrial development and municipal wide growth and progress (3) enact ordinances granting franchises and authorizing the issuance of permits or licenses, Upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality, (4) regulate activities relative to the use of land, buildings and structures within the municipality in order to promote general welfare (5) approve ordinances which shall ensure the efficient and effective delivery of basic services and facilities for San Vicentenians and (6) exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance. It is also required of the barangay councils to submit their respective legislations and budget schedule to the Municipal Council for the latter’s review and recommendation for the Mayor’s Approval.


The Secretary of Sangguniang Bayan

The Secretary to the Sangguniang Bayan takes custody of local legislative archives. He is tasked with keeping the journal of all ordinances and resolutions enacted by the Sangguniang Bayan and the journal of proceeding of Sangguniang Meetings. He forwards to the Municipal Mayor for approval copies of Ordinances enacted by the Sanggunian.

Office of the Municipal Mayor This is the office of the Local Chief Executive of the municipal government. This office is headed by Hon. Jose C. Tabanda III the Municipal Mayor himself, who exercises general supervision and control over all programs, projects, services and activities of the Municipal Government.

Office of the Sangguniang Bayan This office is the legislative body of the municipal government. It is a separate entity placed parallel with that of the Office of the Municipal Mayor to signify equality and independence of each other’s responsibility. The following compose the Sanggunian with the Municipal Vice-Mayor, as the Presiding Officer and the 8 regular Sangguniang Bayan Members with the 2 ex – officio members. This office approved ordinances and pass resolutions necessary for an efficient and effective Municipal Government.

The Municipal Administrator The Municipal Administrator is at the forefront of the delivery of administrative services, particularly those situations during end in the aftermath of man-made and natural disasters and calamities. He recommends to the Sangguniang Bayan and advises the Municipal Mayor on all matters relative to the management and administration of the municipality.

Office of the MPDC This office maximizes the planning and development capability of the municipal government. Inter-office coordination and assistance on plans and programs preparation, plans and integration and local government council secretariat services are considered as the operational components of the said office. This office is headed by Engr. Juan P. Rialubin, the OIC - Municipal Planning and Development Coordinator.

Office of the Municipal Accountant This office preserves proper checks and balances in the financial operation of the municipal government.

Accounting and Internal Audit Services are the operational components of this office. This is headed by Miss Fatima Clarisse R. Rocero, Municipal Accountant, assisted by two Bookkeepers and one Bookbinder II.

Office of the Municipal Civil Registrar Civil Registration Program Development and Implementation, Document Registration and Preservation, Coordination with the National Statistics Office in Education Campaigns for vital Registrations, Assistance in Demographic and Statistics Preparation and Issuance of Certified Copies of Registered Documents are the operational components of this office. This office is headed by Mr. Henry R. Ranches, the Municipal Civil Registrar assisted by one (1) Clerk II and one (1) Bookbinder II.

Office of the MSWO The following are considered as the operation of this office. - Child Development and Protection; - Nutrition Service; - Youth Welfare Programs - Welfare Programs for the Elderly and Disabled; - Social Upliftment Services; - Disaster Relief Assistance; - Inter-agency coordination on Social Welfare and Development for both Government Office and NGO’s This office is headed by Mrs. Maribien R. Reclusado.

Treasurer’s Office This office is headed by Mrs. Corazon Raga, the OIC Municipal Treasurer. The following may be considered as the operational components of this office: - Tax Education and information; - Field Inspection of private, commercial or industrial establishments; - Disbursements; - Cash Receipts. This Office maximizes the financial operations of the Municipal Government.

Budget Office This office is headed by MR. JOSE R. REYNO JR., the Municipal Budget Officer. The following may be considered as operational components of this Office: - Inter-office coordination and assistance on budget preparation - Budget integration and reports preparation

Agricultural Office This office is enabling the municipal government to maximize its attention on its agricultural programs. The following may be considered as the operational components of this office: - Research and Development; - Extension Services; - Information and Education; - Animal Protection Services; - Inter-agency coordination on agricultural productivity of governmental offices and NGO’s. This office is headed by. MRS. LILIA R. REALINA, the municipal Agricultural officer and assisted by four (4) agricultural Technologist.

Municipal Health Office This office ensures maximum attention to the health services needs of the municipal government. The following are considered as the operational components of this office; - Health policies, ordinances and programs development implementation; - Sanitary Inspection; - Health Information and Education; - Health Services Administration; - Inter-agency coordination and health policies and programs for both government offices and NGO’s This office is headed by DR. AMADO A. VIESTA JR., the Municipal Health Officer assisted by three (3) Midwives, one (1) nurse and one (1) Sanitary Inspector.

Engineering Office This office ensures maximum attention to infrastructure projects of the municipal government The following maybe considered as the operational components of this office: - Infrastructure planning and development; - Construction and maintenance; - Quality control; - Inter-agency coordination on architectural planning and design of government agencies and NGO’s

This office is headed by Engr. Juan P. Rialubin, the Municipal Engineer.

Assessor’s Office This office enables the municipal government to maximize its revenue generating capability. Tax mapping, real property valuation and assessment, real property identification and accounting, field surveys for assessment rolls and assessment records and reports are considered as the operational components of the said office. This office is headed by Mrs. Concepcion R. Arcellana.

The National Agencies operating in the municipality have their respective offices at the Municipal Hall. These are the DILG, DAR, Municipal Circuit Trial Court, the COMELEC, BIR, the Philippine Postal Corporation, and the PNP.
