San Juan is a 3rd class municipality in the province of La Union, Philippines. According to the 2000 census, it has a population of 30,393 people in 5,950 households. It is considered as the Surfing Capital of the Northern Philippines.

Peaceful and self sufficient citizenry for San Juan with a politically stable, effective and effecient local government promoting equal size justice for all under an ecologically balanced and environment conducive to live in by all citizens.

To attain the above visions and missions the general goal of the municipality which also spells out the goals of the Region and the Province are:

1. Effectively ameliorate and sustain favorable economic growth.

2. Achieve high productivity and sufficiency in agriculture and industry.

3. Alleviate poverty through productive employment.

4. Enhance political stability conducive to the attainment of an effective and effecient local government.

5. Promote equity and justice.

6. Regenerate and maintain environmental and ecological balance.

[edit] HISTORICAL BACKGROUND

ORIGIN - HOW THE TOWN EVOLVED IT'S NAME

As a background, the creation of the province of La Union was by Royal Decree of Governor General Antonio Maria Blanco issued on March 2, 1850 composing of the town of Bangar, Balacan, and Namacpacan formerly of Ilocos Sur and the towns of Bacnotan, San Juan, San Fernando, Bauang, Naguilian, Caba, Aringay, Rosario, Agoo, Tubao and Santo Tomas, formerly of Pangasinan. Originally,there were fourteen (14) towns of La Union, but not it has nineteen (19) and one(1) city.

ETYMOLOGY

The town of San Juan was formerly called "Baratao" and belong to the province of Pangasinan. The town was re-named San Juan by the Augustinian Fathers in 1586 deriving its name from the Patron Saint San Juan Bautista. The two extensive provinces of Pangasinan and Ilocos got into trouble arising from boundary disputes. To settle the dispute, the province of La Union was created. And the newly created province took its name from the Historical Fact - the union of the part ceded by Pangasinan which include San Juan and the part ceded by Ilocos.

CREATION OF THE MUNICIPALITY

There is no available record stating how or when the municipality was created. That is recorded is the foundation of the municipality. Pedro C. de Galando states that the townwas founded in 1850, it was one of the Ministries accepted by the Augustinian Definitory on January 5, 1582 as stated in the Nueva Segovia Bi-centennial souvenir dated on April 25, 1587. By the year 1586, San Juan became the center of the Ministry for it was here that the encomienda of Baratao or San Juan was established. It has an Augustinian convent and a population of 6,000 and its first Minister was Fr. Agustin Nino. The center of the Ministry was later transferred to Bauang and San Juan alternated to being a visita of Bauang and Bacnotan. It was one of those places given to the administration of the Dominicans in 1772. A permanent parish was appointed for San Juan in 1807, at that time it was separated from its mother parish.

HISTORICAL ROLES AND EVENTS

During the Revolution of 1898 the whole town was razed to the ground by the great fire including the church and rectory. After the Spanish American war, Filipino Parish priest took over the Spiritual Administration of the Parish. Rev. Mariano Gaerlan, a native of San Juan, was the First Filipino Parish Priest of the town. He supervised the reconstruction of the Church in 1902 and Rev. Eustaquio Ocampo, his successor, continued the construction of the church until it was finished. There was a time when San Juan ceased to be a parroquia so that the Parish Priest of San Fernando took over the spiritual needs of the people. In 1918, San Juan, become a parish again.

The municipality of San Juan is hone to 33,826 proud and Ilocano speaking people (projected Population, based on Census Year 2000 population and annual growth rate of 1.8%) There is remarkable concentration of people in the six barangays located along the national highway which equivalent to 33.86% of the total populationof San Juan. As of calendar year 2006, there are only 2 barangays classified as urban which has a population equivalent to about 15% of the total population. The urban population density is 3,073 persons per square kilometer while the rural population density is 2886 persons per square kilometer. The gross population density stands at 2,964 persons per square kilometer.

A.1 LOCATIONAL AND BOUNDARIES

The municipality of San Juan is at the western portion of the province of La Union. It is located along the Manila North Road in between latitude 16°39' to 16°43' and longtitude 120°9' to 120°15'.

The municipalityis bounded on the north by the municipality of Bacnotan with the Baroro River and its tributary creek passing through barangays Quidem and Legleg as the natural boundary line; on the east by the municipality of San Gabriel and Bagulin with the Dasay-Duplas-Nagyubuyuban Creek, as the natural boundary line: on the south by the Cityof San Fernando and on the west by the China Sea.

By way of the Manila North Road. San Juan is approximately 8 kilometers north of San Fernando City the capital of La Union and regional center of Region I. Itis about 277 kilometers north of Manila and can be reached by motor vehicle. Travel from Manila is about 7 hours.

The total land area of the municipality is 5966.40 hectares which is 4% of the land area of the province. A total 505.08 hectares equivalent to 8.46% of the land area is dispted by the municipality of Bacnotan and San Fernando city. The land area by barangay is shown below.
