Though this image is subject to copyright, I, Defiant15E feel its use is covered by the U.S. fair use laws because:

1. San Diego Police Department has released the image to be worn by its staff amoung the population.
2. It does not limit the copyright owner's rights to distribute or market the logo/image in any way.
3. It is the primary means of visual identification of the article topic.
