[edit] Fair use justification for Richard Felchlin

This image is used on the Wikipedia page Richard Felchlin to illustrate one of his building designs, which is now on the National Register of Historic Places. The use here demonstrates his architectural designs and is an important contribution to the educational value of the entry on Felchlin. The image has been provided under explicit educational-allowed fair use licensing by the source library, and I believe that Wikipedia's usage here falls under that license entirely properly.

1. The subject is notable (National Register building)
2. Resolution as used here is significantly lower than the source image
3. Copyright owner has explicitly released it for educational usage
