Samuel Kemper (died 1814) was an American adventurer and filibusterer.

Born in Fauquier County, Virginia, Kemper was involved with his brothers in the 1804 rebellion in West Florida. He later participated in the 1812-13 GutiƩrrez-Magee Expedition into Spanish Texas, becoming commander of the American contingent in February 1813. He defeated the Spanish in several battles, but eventually withdrew from the expedition when he lost confidence in the Mexican leaders. He fell ill on his return to the United States and died at St. Francisville, Louisiana in 1814.
