Samakkhi Witthayakhom School is a public high school in the northernmost province of Thailand, established in 1908 by Phraya Si Suriyaratchawaranuwat, Chiang Rai Governor. Being the 22nd school established in the Kingdom, the 4th of the Region and the 1st of the Province.
Holding the status of a juristic person in accordance with the law on Ministry of Education's administrative regulation. It comes under the authority of the Office of Chiang Rai Educational Area 1, Office of the Basic Education Commission, Ministry of Education.
It has long been considered one of the Country's most prestigious schools. Regarded as one of the best and most selective schools of Thailand, it normally attracts top students around the country. The School ranks on the first still, and provides many efficacious stuffs and productive students. However, in the recent periods, the School is suffered from failure in education arrangement, as well as the internecine corruptions and the gradual decrement of public faith and trust.

[edit] Absolute Monarchy Periods
1908 Phraya Sisuriyaratchawaranuwat (Suk Ditsayabut) (th: พระยาศรีสุริยราชวรานุวัตร (ศุข ดิษยบุตร)), Governor of Changwat Chiang Rai, took response upon Chulalongkorn’s policies to advance the country through arranging education nationwide, he convoked all the public servants of Changwat Chiang Rai for such intention. The Assembly then passed an unanimous revolution establishing a public high school at the foothills of Wat Ngam Mueang (th: วัดงามเมือง) initially entitled “Samakkhi Witthayakhom Chiang Rai’s Provincial School” (th: โรงเรียนประจำจังหวัดเชียงรายสามัคคีวิทยาคม), the name of which was later altered to “Samakkhi Witthayakhom School” as present. The School consisted of the masculine department, and the feminine department called “Rong Rian Bamrung Kumari” (th: โรงเรียนบำรุงกุมารี, the Female Advancement School). It provided the education from Grade 4 to Grade 6 (primary education).
1917 Phra Ratchayotha (Choem Panyarachun) (th: พระราชโยธา (เจิม ปันยารชุน)) and M Flg Off Pui Yuwawan (th: เรืออากาศตรีปุย ยูววรรณ) have been appointed to replace Phraya Sisuriyaratchawaranuwat (Suk Ditsayabut)and M Flg Off Chit, S.W.K. Director, respectively. This year, the School extended its service to grade 9.
1924 Phraya Ratchadetdamrong (Phon Sarutanon) (th: พระยาราชเดชดำรง (ผล ศรุตานนท์)), Governor of Changwat Saraburi, has been appointed to replace Phra Ratchayotha (Choem Panyarachun), Chiang Rai’s Governor whom was to assume the office at Changwat Trang. As the School was now limited and unsuitable to the public needs of education, the Chiang Rai’s Governor collected the public contributions and announced the temporary movement of the School until the completion of a new permanent location as follows:
- 1. Grade 4-6 (primary education) moved to the public hall of Wat Ming Mueang (th: วัดมิ่งเมือง), Thanon Banphaprakan, Amphoe Mueang Chiang Rai, Changwat Chiang Rai;
- 2. Grade 7-9 (secondary education) moved to Wat Chet Yot (th: วัดเจ็ดยอด), Thanon Phahonyothin, Amphoe Mueang Chiang Rai, Changwat Chiang Rai.
1925 Chiang Rai’s Provincial Military Headquarters was dissolved at the end of the year, the military then transferred its propriety, including the martial buildings, to Changwat Chiang Rai (Chiang Rai’s Provincial Administration). The Chiang Rai’s Governor therefor granted permission to the School to utilise the said martial buildings to conduct the secondary education, he also ordered the Female Advancement School to be departed from S.W.K. and to be established as “Damrong Rat Songkhro School” (th: โรงเรียนดำรงราษฎร์สงเคราะห์). S.W.K. thereby received only masculine students.
In this year, King Prajadhipok, during his tour in Changwat Chiang Mai, granted the royal flag to the troops of S.W.K. boy scouts, under the tile “the 4th Scout Troops of the Northern Region”.
1927 Luang Kittiwat (th: หลวงกิตติวาท), Chiang Rai’s educational officer, endorsed the educational budget to M Flg Off Khun Minanan (th: เรืออากาศตรีขุน มีนะนันท์), S.W.K. director, in order to improve aforementioned martial buildings (which are now the location of Chiang Rai City Hall). In this year, the School also extended its service to grade 12 (secondary education).
[edit] Periods after 1932 Siamese Revolution
1935 Upon receipt of motions from the student guardians requiring the School to find new locality owing to the circulative inconvenience, Khuang Sukhontharot (th: ข่วง สุคนธรส), acting Director of S.W.K., accompanied by Bunsing Bunkham (th: บุญสิงห์ บุญค้ำ), Chiang Rai’s educational officer, purchased the estates at Wat San Pa Daeng (th: วัดสันป่าแดง), Thanon Banphaprakan, Amphoe Mueang Chiang Rai, Changwat Chiang Rai, around six rai from Ray W. Battelle, head of Chiang Rai’s American Missionary, in the cost of three hundred and fifty Baht, as well as the estates located nearby around one plaeng. At the time, there also were estates donated by Chiang Rai civilians, by and with the chief furtherance and support of Sem Phringphuangkaeo (th: เสม พริ้งพรวงแก้ว), renowned Physician and former Minister of Public Health, as follows:
- 3. Lt Khluean Rakkhamana (th: ร้อยโทเคลื่อน รักษ์คมนา) donated one rai of the land located on the west side thereof;
- 4. the lands behind Wat San Pa Daeng donated by undefined persons.
Upon receipt of the estates, the Director of Chiang Rai’s Prison ordered the prisoners thereof to improve the lands and establish the interim buildings in order to move the students from the martial buildings thereto.
1936 The School’s Central Library was established and was also used as the provincial library and interim educational locality.
1937 The Government granted six hundred millions Baht to the School to disburse in establishing the permanent buildings. Chiang Rai’s Provincial Administration installed a Committee consisting of Bunsing Bunkham sitting as chair. The public donations of twenty thousand nine hundred and eighty Baht were also gathered to the said Government-granted fund. The contracting agency of Huiyuan Hangtrakun won the bid and conducted the establishment. The initial [illars of the chief building were located on 2 March 1937.
1938 Phra Phanomnakharanurak (Hokkai Phisanlabut) (th: พระพนมนครานุรักษ์ (ฮกไก่ พิศาลบุตร)), Chiang Rai’s Governor, presided over the inauguration of the chief building of S.W.K. on 11 February 1938.
1940 The Council of S.W.K. Public Teachers resolved to use the School’s flag and anthem. The abbreviation of “S.W.K.” and the motto “balaŋ saŋghassa sāmaggī (unity institutes the power)” were officially invented and declared by the Council.
[edit] Periods of Advancement
1941-1991 Throughout these years, many buildings of the School as well as the sporting fields were established incorporating the continuation of public education providing. The funds for installation and advancement of the buildings were from various sources, viz. the national budgets, the public donations and the interests from the organisation of occasional festivals and fairs such as yearly Red Cross Fair and New Year Festival, as well as from the supports of alumni.
1991 The School received the 1990 Royal Best Secondary School Award from Maha Chakri Sirindhorn for the very-long-time advancement of national people and generation of favourable members of the society as the honours and reputations of the School were internationally accepted. Bunsong Chailam (th: บุญส่ง ไชยลาม), S.W.K. Director, was a representative of the School receiving the Royal Award at Dusitalaya Hall, Chitralada Palace, Bangkok on 20 May 1991.
1992 The School held the ceremonies celebrating the Royal Award from 14—15 February 1992, and continued its advancement of landscape and providing of public education.
1993 Feminine students were firstly accepted to attend S.W.K. after the sixty eight years of accepting only masculine students, in order to conform with the equal rights and liberties of man and woman. The number of the first group of feminine students was one hundred and seventy persons. The School also declared opening the Regional Scientific and Technological Education Centre in this year.
1994 So as to extensively provide education to the public and to remedy the limited locality of S.W.K., the Government announced opening “Samakkhi Witthayakhom School 2.” Pending the establishment of the new branch, students of which temporary received education at S.W.K.
1996 The School has been awarded by the Provincial Educational Office with the “Best Classroom Advancement School” reward.
2000 The School commenced the “English Programme” for Grade 7-9, the students selected under this programme will have the educations in English en bloc.
2001 The Chiang Rai’s Governor announced applauding the School as the “Best School for Educational Reform.”
2002 The School has been appointed by the Government as the Regional Arts Centre, and, also, rewarded and honoured by the designation of the “Best Curricular Arrangement School.”
2003 The School, accompanied by the World Bank, established Thailand’s Self English Access Centre and commenced the “Buddhist School” Project and the “Technological School” Project.”
2004 The Office of the National Buddhism announced applauding the School as the “Best Buddhist Advancement and Furtherance School.”
2005 The Office of the Prime Minister announced applauding the School as the “Example School of Democratic Advancement;” Kittichot Hoiyiphu (th: กิตติโชต ห้อยยี่ภู่), S.W.K. Director as a representative of the School, received the rewarding shield from Prof Kasem Watthanachai (th: ศาสตราจารย์เกษม วัฒนชัย), privy councillor, on 29 March 2005.
2006 Kittichot Hoiyiphu, S.W.K. Director, ordered abolishing the canteens for preparation of centenary building installation.
2007 The Centenary Building was already installed in May, it will be used as educational place for Grade 7-9 students. The building was granted the name “His Majesty the King’s 80th Birthday Anniversary Commemorative Building” by Bhumibol Adulyadej. The School’s landscapes were improved to support the organisation of the coming centenary celebrations.
In this year, the School, with the intention to prepare the effective scientists for the future Thai society, set a new class for forty students selected from scientific classes of Grade 10 by extra examination. Aforementioned forty students will be in a special laboratory for education and advancement upon mathematics, physical science, chemistry, biology and computer as of 15.00-16.00 hours of every Tuesday and Friday.

2008 The School aged 100 years old and held the Centenary Celebrations betwixt 9-20 February 2008 entitled “Uniting Hearts, Uniting Wills, the Centenary of Samakkhi Witthayakhom School B.E. 2551 (2008)” (th: ร้อยใจ ร้อยไมตรี ๑๐๐ ปี สามัคคีวิทยาคม พ.ศ. ๒๕๕๑, Roi chai roi maitri nueng roi pi samakkhi witthayakhom phoso song phan ha roi ha sip et).
As a part of the Celebrations, Maha Chakri Sirindhorn presided over the inauguration of "His Majesty the King’s 80th Birthday Anniversary Commemorative" Building on 18 February 2008. At 12.30 hours, Sirindhorn arrived at the School by the royal car, Phleng Mahachai (th: เพลงมหาชัย, Song of the Greatly Auspicious Victory) was then performed by the S.W.K. Band. She was greeted by Mangkon Kunlawanit (th: มังกร กุลวณิช), Deputy Secretary General of the Office of Basic Education Commission (Obec), Suthat Phatthayakon (th: สุทัศน์ พัทธยากร), Director of Office of Chiang Rai Educational Area 1, as well as by several military officials, police officials and civil servants of Changwat Chiang Rai.
Chintana Sitthiloet (th: จินตนา สิทธิเลิศ), a representative of S.W.K.'s public teachers, and Wikrom Techathirawat (th: วิกรม เตชะธีราวัฒน์), Chairman of the Student Committee as a representative of S.W.K.'s students, presented Sirindhorn the jasmine garlands. Sirindhorn then walked into the royal pavilion. The Obec Deputy Secretary General addressed Her a speech on the ground for establishment of the Building and organisation of the Centenary Celebrations. Thitirat Phiphatthanasak (th: ฐิติรัตน์ พิพัฒนาศักดิ์), Leader of S.W.K.'s Office of Student Consultants, presented Her the inauguration programme book.
Sirindhorn then walked to stand in front of the royal pavilion and pressed an automatic button on the podium opening the silk cover of the Building's name plate. She then granted the commemorative brooches to 100 persons whom always support the School. Kittichai Thongpanya (th: กิตติชัย ทองปัญญา), acting Director of S.W.K., presented Her a buddhist statue entitled with the same name as the School's buddhist statue, Phra Phutthamani Maitri Rattana. Sirindhorn, thereupon, walked unto the second floor of the newly opened Building in order to inspect the education exposition, and took photos with the public servants whom were present there, respectively. She came back by the royal car at 14.00 hours.

- Buddha Statue "Phra Phutthamani Maitri Rattana" (th: พระพุทธมณีไมตรีรัตนะ, the Jewel Buddha of Precious Friendship). Formerly, it was untiled but called under its artistic identification "Phra Phuttharup Chiang Saen Sing Sam" (th: พระพุทธรูปเชียงแสนสิงห์ 3, the Chiang Saen's Three Lions Buddhist Statue). On 1 July 2004, Somdet Phra Nyanasamvara, the Supreme Patriach of Thailand) entitled it with the present name to celebrate the School's Centenary in 2008. The Statue is erected of bronzed, aged around 400-500 years back since the Chiang Saen period. Having the size identical to a mature child sitting in a meditation posture, its length is 17 inches. Three lions mentioned in the former name are the artistic features of the Statue: lion-like feature, divine-like feature and Buddha-like feature.[21] Presently, it is installed within the Building 1's auditorium as a principle Buddha statue.
- Song "March of Samakkhi Witthayakhom," composed by the Council of S.W.K.'s Public Teachers in 1940 for use in cheering the sport competitions.[22] The March lyrics invite people to come and join the School's sports and call for unity and preserverance among such competitions. Samakkhi Witthayakhom School located in the urban of Changwat Chiang Rai with various man-desire healing places encircled, namely, supermarkets, department stores, student dormitories, hotels as well as Buddhist temples and temples of other religions.
Particularly, the School's area holds 5 rai, 5 ngan, 200 square metres, consisting of 13 academic buildings, 5 minor buildings, 90 classrooms and 45 academic laboratories. Academic buildings are as follows:
- Building 1. First floor is used as the location of the Office of Director, the Office of Steering Affairs, the Office of Student Affairs, the Office of General Affairs and the Office of Academic Affairs. Second floor, the honorary hall and the auditorium. It is the oldest building among the others, established in 1938, having rarely been modified and improved since then. The art style of the Building dates back to the Second World War Period.
- Building 2. The location of the Department of Science, the scientific laboratories and the Library of the Scientific and Technological Education Advancement Centre.
- Building 3. The location of the Department of Vocational and Technological Education's Computer Division, and the Information and Communication Technology Centre.
- Building 4. The location of the Department of the Thai Languae and its Library.
- Building 5. The location of the Department of Mathematics and the mathematical laboratories.
- Building 6. The location of Charoenchai Library or the Central Library, the Department of Social, Religious and Cultural Education, and the Department of Arts.
- Building 7. Upper floor is the Grand Conference Hall, lower floor is the Department of the Foreign Languages. The Central Gymnasium and Thammasathan, the place for religious affairs, are located nearby.
- Building 8. The location of the English Programme Programme.
- Building 9. It is the newly installed building, Bhumibol Adulyadej, the King of Thailand, granted it the name "King's 80th Birthday Anniversary 5 December B.E. 2550 (2007) Commemorative Building."
Within the School, there throughly exists the bonatical garden in honour of Maha Chakri Sirindhorn, the Princess of Thailand. The garden cheifly contains local plants, flowering plants and fragant plants. Moreover, there exist two canteens behind Building 9, the one called "Sinthani Canteen," the other one, "Canteen 2." The offical residences locate at the back of the said canteens.
Next behind the School, there located Chiang Rai Vocational College and Chiang Rai Commercial College.

[edit] Education Arrangement
- The School provides basic secondary education (Grade 7-12, called in Thai "Matthayommasueksa (th: มัธยมศึกษา, secondary education)" 1-6) in conformity to Thailand's National Basic Curriculum[23], National Education Plan, Government policies and relevant resolutions of the Council of Ministers. Furthermore, it arranges and provides extra programmes in addition of the said secondary education suitable to the diversity of student's capabilities.
- Grade 7-9 contain twelve classrooms each, being thirty six classrooms in total, which can be catagorised in accordance with the education arrangement as follows:
- Class 11-12 : for the gifted students under the "Programme on Education Arrangement for Science-and-mathematics Gifted Children" (th: โครงการจัดการศึกษาสำหรับผู้มีความสามารถพิเศษทางวิทยาศาสตร์และคณิตศาสตร์) providing the extraordinary scientific and mathematic education.[24]
- Class 9-10 : for the English Programme's students. The students will have all subjects of education in English with the exception of the Thai Language Subject. The School employs qualified foreigners as instructors under this Programme.[25]
- Class 1-8 : for general students assuming the basic secondary education.
- Grade 10-12 contain fifteen classrooms each, being forty five classrooms in total, which can be catagorised in accordance with the education arrangement as follows:[26]

- [27]Gifted Children Programme or the "Programme on Education Arrangement for Gifted Children in Thai Language Branch, Foreign Language Branch, Mathematics Branch and Science Branch" (th: โครงการจัดการศึกษาสำหรับผู้มีความสามารถพิเศษทางภาษาไทย ภาษาต่างประเทศ คณิตศาสตร์ และวิทยาศาสตร์) is an extra programme provided by the School, it is initiated by Thailand's National Education Council and, presently, supervised by Office of the Secretary General of the National Education Council (Osec) incorporating Chiang Mai University's Faculty of Humanity.[28] [29] The process of the Programme commences with the selection of gifted students in Grade 10-12 through requiring them to do the specific examinations, to be in the interview test, etc. The selected students will have extraordinary educations for the branch whereof. Students graduated under this Programme will receive the certificates from Osec. The chief objective of the Programme is to provide education suitable to the student's capacity and to advance such capacity to be productive.[30]

[edit] 19th Director Transferring Controversy
At the end of 2006, as the administrative offices of various Schools in Chiang Rai became vacant, Suthat Phatthayakon, Director of the Office of Chiang Rai Educational Area 1 (OEA-CR1), by and with the resolution of the Subcouncil of Public Teachers and Education Personnel of Chiang Rai Education Area 1 (SPTP-CR1), issued order dated 22 December 2006[31] switching 32 Chiang Rai's School Directors and appointing additional School Directors.
In accordance with the said order: (1) Kittichot Hoiyiphu, S.W.K. Director, to be Director of Chiang Rai Chulabhorn Royal College; (2) Thawisak Phiphatthanasak, Director of Chiang Rai Chulabhorn Royal College, to be Director of Damrong Rat Songkhro School; and (3) Pricha Phuanukunnon, Director of Damrong Rat Songkhro School, to be S.W.K. Director. The orber will enter into force as of 1 January 2007.[32]
Kittichot, thereafter, delivered statement to the media that he refused to comply with the order as he deemed it was unjust and in breach of laws, and he was severely displeased as he was defamed by this order. He stated that he had already lodged with the Administrative Court a complaint against the order. At the same time, Kittichot lodged a complaint to the Office of the Basice Education Commission (Obec) acusing many public authorities, resulted in the unrest among Chiang Rai administration.[33]
However, the Director of OEA-CR1 stated that there will not be any alteration, amendment or abrogation of the transferring order as many schools are under the corruption charges and being inquired by OEA-CR 1 and some school directors are to vacate office upon the expiration of the term of office. He accentuated that whomsoever contravening his order will be liable to the disciplinary punishments as provided for by laws, and the complaints to any organs are personal right.[34]
In order to extinguish the case, Amonphan Nimmanan, Chiang Rai's Governor, issued order suspending the transferring. He revoked all the relevant officials and demanded the Obec Secretary General for urgent advices. Khunying Kasama Voravarn Na Ayudhaya, Obec Secretary General, replied that the case shall be considered according to the guidance under the urgent letter No. sotho 04009/13966 dated 18 December 2006.[35] The resolution of SPTP-CR1 as well as the order of OEA-CR1 Director were, thereby, lawful and fair under the rule of law. The Governor of Chiang Rai then ordered the said OCEA 1 Director's order to continue the force on 9 January 2007. The Governor also ordered that the case shall be suppresed at that extent. Thailand's News Agency later reported that it was Kittichot's misunderstanding of laws.
[edit] Bomb Threatening Students' Life
As an impact of the bombings in Bangkok at the end of 2006 and the beginning of 2007, on 13 January 2007, Pol Maj Surachat Buncharoen, Crime Suppressing Inspector of Chiang Rai's Provincial Police Headquarters, led the police forces inspecting Samakkhi Witthayakhom School throughly as having been informed by Pricha Phuanukunnon, the School's Director, that a deep man with hoarse voice phoned the School claiming he had already laid the explosive devices at somewhere in the School. The man urged the Director to order the entire students to evacuate from the School within 20 minutes, but demanded nothing. Luckily, that time was the ceasing of daily education, the Director therefor ordered the Public Relations Council to announce the students to come back home instantaneously. After having inspected the School, the polices found nothing mistrustful and suggested that it was a person whom wanted to see the insurgency or wanted to cause problems. However, the police forces stationed on the School for many days.[36]
Presently, there is no progress in connection with the case.
[edit] Insecurity in Pabular Welfare
The School produce, provide sans frais and commerce the reverse osmosis water entitled "Nam Duem San Pa Daeng" ([[Thai language|th:] น้ำดื่มสันป่าแดง, San Pa Daeng Drinking Water) which has been endorsed by Thailand's Department of Mineral Resources, Department of Medical Science and Ministry of Public Health as of 1 January 1999.[37]
The water transporting process of the School is conducted through the water distributors made of or made from lead. The National Consumer Protection Commission imposed a ban on trading, using and mending such water distributors as of 4 October 2007[38] owing to the severe hazards of lead.[39] Although, in accordance with the School's Internal Report for Academic Year 2007, the School still uses the said kind of water distributors, and is of no opinions concerning the case.[40]
