PC 686 Sally Armstrong is a fictional character in the ITV1 police procedural The Bill. She arrived at Sun Hill in the Summer of 2007 and is portrayed by Ali Bastian.

Sun Hill is Sally's second posting, after completing her probation period and being transferred from Harringay. She previously had a desk job at a telemarketing firm but realised it was not for her. She joined the police force because she wanted a physically demanding job that would also give her a challenge in life and a good salary. She soon realised that being a police officer was her ideal job.

Sally arrives at Sun Hill on the same day as probationer PC Billy Rowan. Whilst investigating a break in with Billy, Sgt. Nikki Wright, and PC Emma Keane, she and Emma worry that they cannot contact Billy or Nikki, so they call for backup. After backup arrives it is discovered that Billy's throat had been slashed. Sally is traumatised but assures Inspector Gina Gold that she will be in work the next day. Sally has made friends with PC Keane.
[edit] Emma's Death
Sally and Emma had become very close friends from when Sally joined the team. But that was taken away when Emma died in a bomb explosion, whilst saving overs she died at the scene despite Sgt Stone efforts of CPR, leaving Sally devastated.
PC Sally Armstrong had become best friends with PC Emma Keane but Emma sadly died in an explosion, at industry house even though 2 other people died in the explosion she died a hero by saving lives of many others. This left Sally devastated and distrought. Sally was also left shocked with her friends fate. PC Emma Keane's funeral will be on Thursday 15th May 2008. Srg. Stone tried to save her by giving her CPR but she was already dead, Srg. Stone felt he was responsible as he was dealing with a man called Frost whilst Emma walked off. Srg. Stone and Sally were both very devastated, Emma was Sally's best friend and Srg. Stone fancied Emma.
