Released in the United States and Canada on October 2, 2007, this film is an OVA version of the first season of the anime series Ghost in the Shell: S.A.C.. The Laughing Man is a slightly reworked version with minor alterations made to plot timeline of the first season in order to accommodate an abbreviated take on the Laughing Man affair. Some new animation and voice work was added in order to more seamlessly transition the new plot structure.

Alerted to a possible conspiracy active amongst the highest levels of the Police, the members of Section 9 discover that a previously inactive but elite hacker may be involved in the blackmailing of several key business and government leaders. As the conspiracy stretches to affect all levels of society, time is running out for Major Motoko Kusanagi and her team to uncover the truth and capture the elusive Laughing Man.

[edit] Fan reception and controversy
Shortly after the release of the OVA, many fans of the series expressed their surprise at the decision by Bandai and Manga Entertainment to redub the English language version with an entirely different voice cast.[1] The new voice over work was undertaken by the Ocean Group of Vancouver, British Columbia.
