Ruth Rowan (born September 12, 1948) is an American politician from the U.S. state of West Virginia. She is a member of the Republican Party and is currently the West Virginia House of Delegates member from the 50th District, which represents Mineral County and Hampshire County in West Virginia's Eastern Panhandle. In 2004, she defeated the embattled House Delegate Jerry Mezzatesta, a powerful committee chair, for his seat after he was embroiled in a political scandal.

Rowan was born in Pennsylvania. She was received her B.S. and M. Ed. from California University of Pennsylvania. She married Tom Rowan and they had two children, Julie and Tom. Rowan is a long-time elementary school teacher in Hampshire County Schools. During her freshman term, legal and ethical troubles continued to surround Mezzatesta.[citation needed] Rowan was praised[citation needed] for insisting on paying attention the things that "matter to Hampshire and Mineral Counties today and not what took place yesterday."[citation needed]
