Russell "Rusty" Todd Hilger (born May 9, 1962 in Oklahoma City, Oklahoma) is a former professional American football player who played quarterback for five seasons for the Los Angeles Raiders (1985-1987), Detroit Lions (1988), and Indianapolis Colts (1991).
He played collegiate football at Oklahoma State University and high school football at Southeast High School in Oklahoma City, Oklahoma.

In August 2006, Hilger was accused of stealing $2.9 million from client escrow/operating accounts of US Credit Management Inc. in Irving, Texas.[1]
