Russ Hiebert (born February 8, 1969) is the Canadian Member of Parliament for South Surrey—White Rock—Cloverdale. He was born in Steinbach, Manitoba, has an MBA and a law degree from the University of British Columbia and was a practicing lawyer and small businessman.

In 2004 he won the nomination to represent the newly-merged Conservative Party in a hard fought nomination process against then-incumbent MP Val Meredith, who had held the riding as an Alliance and Reform Party member since 1993.

During his first term as MP, Hiebert served on the Ethics and Privacy Committee, formed and co-chaired the all-party Border Caucus, and co-chaired the Conservative Party Task Force on Safe Streets and Healthy Communities.

On January 23, 2006, Hiebert was re-elected to the House of Commons with an increased plurality. He received 47% of the vote compared to his nearest competitor, the Liberal candidate, who received only 31%.

On February 8, 2006, Prime Minister Stephen Harper appointed Hiebert Parliamentary Secretary to the Minister of National Defence, then the Hon. Gordon O'Connor. In June of 2006 he was elected by his colleagues from all parties to the Chairmanship of the Commonwealth Parliamentary Association. He also continues to serve as Conservative Co-Chairman of the all-party Parliamentary Border Caucus.

On October 10, 2007 Hiebert was appointed as the first Parliamentary Secretary to the Minister of Intergovernmental Affairs and Minister of Western Economic Diversification, the Hon. Rona Ambrose. Mr. Hiebert is also a member of the Standing Committee on Ethics, Privacy and Access to Information which held hearings on the high profile Mulroney-Schreiber affair in the Fall of 2007 and Spring of 2008.
