Dear Wikipedians, PLEASE NOTE: This is a new version of an older file that existed previously under the same name. The problem was that some users alleged that the real source for it was a commercial site (http:vector-images.com) and can't therefore be marked as PD. However, this is NOT true: even if vector-images.com distributes vectorized images on a commercial basis, non-vectorised images, even if entirely identical to the other ones, cannot be distributed by this site on a commercial basis. Furthermore, this type of image is entirely PD under Russian Federal law on Copyright (art. 18) and CANNOT be licensed because it is a state symbol. Finally, the claim that the original image emanated from a commercial-based site wasn't proven by any user. One may even argue that vector-images.com (or any other similar site) does not have the right to licenze vectorized images of Russian state symbols, but that would gone too far. A further proof of the fact that this type of images IS PD is that the aforementioned source (geraldika.ru) officially collaborates with vector-images and quotes them anytime a vectorized item is selected - vectorized items can then only be downloaded on a commercial basis from vector-images. This is logical for vectorized images because they can be then MODIFIED and thus a user could save time a money while creating his/her own new ORIGINAL work (that's what's all about in copyright law). A last point: even vector-images.com DOES provide a lower-def VECTORIZED image of this emblem!
