Oh can it really? In order to roll over as a result of a turn, you generally need a lot of traction (friction between the tyres and the ground is necessary to hold the bottom of vehicle in one place whilst the physics acting against the top 'push' it over). While there may still be sufficient traction on a wet road to accomplish this, I severely doubt there would be on snow or ice, even in a vehicle with a very high centre of gravity.
