The photo was scanned by user Malick78 from a 1930 theatre programme. The photo is used in it without attribution - therefore no copyright was claimed. It's use in the article however comes under fair-use criteria since the subject is dead, its use illustrates the article, no other photos to my knowledge are in the public domain, and the photo is of the subject in his official capacity as Mayor of Eastbourne.
