I have a graphic I created based on a screenshot of a federal government nautical chart at [1]. What is the proper license tag?

{{helpme}} I wish to add pictures taken by a third party to an article. The third party, not a Wikipedia user, is willing to license the pictures as "Creative Commons Attribution Sharealike 3.0". Is this the procedure:
1. Get email from third party stating picture files named "xxx", "yyy", etc are licensed as "Creative Commons Shareablike 3.0".
2. Forward email to "permissions-en at wikimedia.org".
3. Upload file as "It is from someone else" with Licensing set to "Creative Commons Sharablike 3.0".

The person who owns the pictures should send the email directly to the ORTS email you have above; it should not be forwarded, so that it is easier for the ORTS staff to confirm that the message is genuine. Thanks for uploading Image:Hastings Family 1891.jpg. Wikipedia gets thousands of images uploaded every day, and in order to verify that the images can be legally used on Wikipedia, the source and copyright status must be indicated. Images need to have an image tag applied to the image description page indicating the copyright status of the image. This uniform and easy-to-understand method of indicating the license status allows potential re-users of the images to know what they are allowed to do with the images.

[edit] Article being developed tag
Hi Roger, the tags that can be used for this are {{underconstruction}} and {{inuse}}. The former one indicated that the article is being worked on, and requests that all other editors and patrols hold of any major changes or removal tags. The the latter one indicated that the article is undergoing a major edit right now, and requests that noone edits the article while the tag is in place (Don't leave that one on longer then a few hours)
