My compliments. FYI, there have been a lot of anti-military people making changes on US military pages. If someone (especially someone without a user name) makes a change, but doesn't justify it, feel free to revert it, mark it as a revert and tell them to put it on the talk page. As I stated before, you really should attempt a dialogue with someone before repeatedly reverting their changes (either on their user talk page or the talk page of the article.
I didn't see anything warranting a tag of vandalism there. Perhaps some misguided edits, but nothing falling under WP:Vandalism. Right now, most of that page is completely unreferenced (at least with inline citations). It would be EXTREMELY useful to add references for these and expand up on the subject. This would give future vandals a far more difficult time adding frivolous fluff ("I can add what I want. Nothing is referenced on this page anyway" versus "Well I'd like to add XYZ, but other edits are being deleted because they are unreferenced, so maybe I'll just pass.").
Additionally, getting someone blocked for vandalism is not all that difficult, but you have to warn them appropriately and then report it. To simplify typing and to use something that isn't TOO offensive, I recommend placing one of the warning tags on their talk page. If that doesn't work, report them to the appropriate noticeboard.

Unless there's some unusual reason to make an exception (i.e. the French names are always used unchanged in English-language literature), then they should indeed be translated. (The French name should, of course, be given prominently in the article text, e.g. "Research, Assistance, Intervention, Deterrence (French: Recherche Assistance Intervention Dissuasion)". I will keep restoring my work and make people aware in the discussion page of the 1993 Battle of Mogadishu of John Wayne-types like you.
