I am not entirely sure this meets Notability guidelines, because it lacks information on any exceptional aspect of the individual other than his long tenure. I cannot really imagine this page being significantly expanded in the future. Comments? --WikkiTikkiTavi 06:06, 15 November 2006 (UTC)

I could not decipher what the author meant by the following, so I've deleted it for now: "The current practice is for the City Council and its city manager to sign a to ensure stability in the city administration."
