The guy in the NC state 115th is an activist, not a politician. If he increased his share by half, in a year when it could have kept the R from squeaking in if he were capable of delivering those votes (of people willing to throw their vote away to make a fringe-political point) to a mainstream candidate, then he'd become an influential activist and be on the cusp between politics and activism. Until then he is non-notable.
