Many Côte Saint-Luc residents attribute his opposition to the demerger to his newfound status within the Montreal City Council's Executive Committee and accused him of promoting his own self interest over the city's. On June 20, 2004 over 87% of Cote Saint-Luc ballots were cast for demerger, rejecting Libman's position.
