Robert Malcolm McDowell is a telecommunications lawyer.

President George W. Bush nominated him for a seat on the Federal Communications Commission 2006-02-06.[1] The United States Senate confirmed him 2006-05-26. He was sworn in 2006-06-01 to fill an unexpired term that ends 2009-06-30.

He is a former FCC lobbyist for non-Bell telephone companies. . Immediately before his confirmation, he was Senior Vice President and Assistant General Counsel of COMPTEL (Competitive Telecommunications Association), an industry trade group of competitive (non- RBOC) telephone companies.
In 1986 he served as chief legislative aide to Delegate Robert T. Andrews of Vienna, Virginia.[2]

He is the son of Hobart K. McDowell, Jr., and the late Martha Louise Shea McDowell. He and his wife, the former Jennifer Griffin, reside on the farm where he grew up near Vienna, Virginia with their three children.[6][7]
