First, it needs to have a section called Source or reference and a notes/footnotes section in order to show what has been used in the article and what is purely external link that can only complement the article.
Have a clear lead section that summarizes the article in 2-3 paragraphs.
What now serves as the lead section should be in a stand-alone section.
The embedded HTML links should become footnotes.
