Riff Raff is a character in the Underdog TV show and movie, and one of the villains.

In the TV series Riff Raff is voiced by Allen Swift. In the film, he is voiced by Brad Garrett.

He is an anthropomorphic wolf gangster based on noted actor George Raft. His mafia consists of Sandy the Safecracker, Mooch (the Mafia's top gunman), Spinny Wheels (who drives the Mafia's getaway car), Dinah Myte (the Mafia's greatest bomb tosser), the new members, Nails the Carpenter, Needles the Tailor, Smitty the Blacksmith and the Witch Doctor, and other unnamed members.

  • The Great Gold Robbery: Plans to steal a trainload of gold, but needed a plan to get Underdog off the train so the gold will be as good as stolen. One member suggests they put grease on Underdog's feet, causing him to slide off the gold train when it is climbing a hill, one member suggests they use firecrackers on Underdog, and one member suggests they put dark glasses on Underdog, but Riff deems their ideas useless. The short member suggests they kidnap Sweet Polly, put her in a free-flying hot air balloon and send her into the sky, in the midst of other free-flying balloons, all with records of Sweet Polly screaming for help, and Underdog would spend hours trying to rescue Polly while Riff and his men steal the gold. Riff goes with this idea, and they carry out the plan. Underdog, sensing Sweet Polly in danger, leaves his post and searches for Sweet Polly, only to find the records of Sweet Polly hollering for help, but the real Sweet Polly's balloon had sprung a leak. Meanwhile, Riff Raff and his men had forced the Station Master to reroute the gold train onto the express track, thus making the gold train crash into another train. Underdog manages to rescue Sweet Polly, and stop the trains from crashing.
  • Whistler's Father: Plans to steal the famous and valuable piece of artwork, Whistler's Father, using Guerilla War Tactics.
  • The Gold Bricks: Frames Underdog for stealing a truck loaded with gold and Underdog receives a 30-year sentence in prison. Sweet Polly knew Underdog wasn't responsible for the robbery, and tracked Riff to an old house. When she was sent plummeting into a pit, Underdog broke out of jail and rescued her. Underdog defeated Riff Raff, returned the gold to the bank, proved his innocence, and turned Riff and Mooch over to the law.
  • Pain Strikes Underdog: Concocts a plan to steal the Excalibur Sword Collection.
  • From Hopeless to Helpless: Steals the Hopeless Diamond and hires Tap-Tap the Chiseler to chisel the diamond into a million pieces and frame Underdog for crimes. When Underdog discovered Tap-Tap was imitating him, he fooled Riff, Mooch and Tap Tap so he could retrieve the Hopeless Diamond from them. The townspeople clears Underdog of all charges, and apologize to him for the mistakes, and Riff Raff, Mooch and Tap-Tap are arrested.
  • Just in Case: Starts a sea-wide crime spree after busting out of prison. A disguised prisoner came along "Just in Case". The disguised prisoner in question, was a Witch doctor, who put Underdog under a voodoo spell.
  • RiffRaffville: After being foiled again and again by Underdog, Riff Raff takes over a small western town and renames it RiffRaffville. While Sweet Polly was on her way to the jewelers to have Underdog's ring repaired, Riff Raff kidnapped her. When Underdog, powerless without his Energy Pill, arrived at RiffRaffville, Riff Raff and his gang found the chance of becoming famous for defeating Underdog, and challenged Underdog to a gunfight at High Noon. When High Noon finally came, Sweet Polly freed herself, and Underdog regained his strength with his Energy Pill. Underdog emerges victorious in the gunfight.
  • The Vacuum Gun: Simon Bar Sinister enlists the help from him and his crime gang in pulling crimes all over the world, alongside Slippery Eel and Battyman.
