Richard Lucero was the mayor of Española, New Mexico he was considered one of the most successful mayors in Española mayoral history. He was the longest serving Española Mayor, from 1998 until 2006 when he decided not to stand for re-election and said he wanted to rest.

He currently owns the Carhartt store in Española. He was featured on KRQE 13 for hiring a water doctor (brujo) to search for water he said I trust in the old techniques instead of all these new ways with technology. Richard Lucero currently is on the Española Military School Board (an alternative to the Española Public School District) the board's members are mostly from Lucero's administration. Lucero's nephew was a city councillor. Richard Lucero has never been married. The Española Public Library and Recreational Swim and Athletic Center is named in his honor. It was named the Richard Lucero Center during his administration.
