Although this picture is subject to copyright, it complies with the Wikipedia guidleines for fair use because the entry in which it appears discusses an article from the issue whose cover is depicted.

    An image of a magazine cover...if that magazine issue itself is notable enough to be a topic
    within the article, then "fair use" may apply.

Further:

  • 1. it is a low resolution copy of a magazine cover
  • 2. it does not limit the copyright owner's rights to sell the magazine in any way; this version of the magazine is out of print
  • 3. copies could not be used to make illegal copies of the cover artwork on another publication
