1. Image is of an employee of a quasi-federal agency, and has little to no commercial value. Its appearance on the English-language Wikipedia at web-resolution is unlikely to affect the value of the image or that of its copyright in a detrimental fashion.
2. The photograph is being used for strictly informational purposes, and a biographical article on the person in question benefits greatly from an image describing his appearance.
3. After a search of a number of U.S. Government websites, no freely licensed images have been found. As a private citizen who has never worked directly for the U.S. government, it is probably that no such images exist to act as a replacement. However, should one exist offline, efforts should be made to locate and upload it as a replacement.
