Originally, Route 99 was planned to continue north into Bellingham, Massachusetts paralleling Route 126, ending at Interstate 495; the interchange at I-495 would have been shared with a relocation of Route 109 (called Route 209 in some plans) continuing towards Boston.

The main purpose of Route 99 is to provide freeway access to Woonsocket via Route 146 and Interstate 295. Plans to extend Route 99 north to Route 114 have been added to RIDOT's long-range planning study. [1]
