[edit] Aims

The review was announced on 22 January 2008 by the Minister for the newly created federal government department responsible for innovation, and is linked to simultaneous reviews of the Automotive[2] and the Textiles, Clothing and Footwear[3] industries. Its terms of reference include close consideration of the Cooperative Research Centres (CRC) program and the Research and Development Tax Concession scheme, and it aims to review "the coherence and effectiveness of existing Government support for innovation", to "identify gaps and weaknesses in the innovation system" and to "develop proposals to address them"[4].

[edit] Process

The process began in February 2008 with a panel meeting and the panel Chair's speech to the Australian Industrial Research Group[5], continuing in March with a series of Stakeholder Consultation meetings[6] for research & academia, government, and business & industry, held in each of the State capitals in association with a "Call for Submissions"[7]. It is scheduled to consider submissions, conduct a series of focussed workshops, and ultimately deliver its findings in the form of a green paper on 31 July 2008. The government intends to circulate this paper for public comment and issue a response white paper later in the year.

[edit] Expert panel

The review is being conducted by an expert panel chaired by Dr Terry Cutler, and includes representatives from business and academia.
