To reuse the material at http://www.zuwharrie.com/content/view/3/28/ , the owners of that material have to license it under the GFDL. (Note that it's not enough for them to give Wikipedia permission due to the way our material is shared with other sites and organisations, often commercially. For more details: Wikipedia:Requesting copyright permission.) To give this permission, they can do one of two things: post a license notice on their page stating that the material is licensed under the GFDL, or by sending an email to permissions(at)wikimedia(dot)org saying that they agree to license the material under the GFDL.
If you need to send them a request to do this, there are a number of example messages at Wikipedia:Example requests for permission. You can tailor one of these to your needs and send it to them to ask them to license their text under the GFDL. They have to respond by explicitly saying they're licensing it under the GFDL or we can't use it. Reading through Wikipedia:Requesting copyright permission would be very helpful and I highly recommend it.
(In the meantime, I see that someone else has recreated the article with the same copyrighted text. I'm going to have to remove it again until we have permission. It's unfortunate, but for legal reasons we have to be sticklers about it until then...) — Saxifrage ✎ 04:36, 18 November 2006 (UTC)
