RACE or Research and Development in Advanced Communications Technologies in Europe, a program launched in 1988 by the Commission of the European Communities to pave the way for Integrated Broadband Communications in Europe. The intent was to promote high speed bandwidth and other services. In support of such a network, critical normative steps needed to be conducted in cryptographic techniques, and the management of such services.
