Rex has tried to pretend that his two accounts were held by two different people. [1], [2] He has also violated the previous ArbCom rulings. In light of this history, his current "self-imposed ban" (offered under the gun, only after he saw how the arbitration proceeding was going) should not be given any weight in the selection of a remedy.
If any effect is to be given to Rex's latest announcement, the ArbCom remedy should still apply to sockpuppets. Thus, the block in item 1.3 of the proposed remedies should use the same wording as in the other proposed blocks: "Rex071404, 216.153.214.94 and whatever other accounts are associated with this user". I know that this is the standard for blocks, but if the committee selects a remedy based on Rex's own actions, he might later argue that it didn't cover other accounts, unless that point is spelled out beyond any doubt.
