I've gone through the user's contributions and talk pages to base my decision. This RFA comes under a bureaucrat's discretion, so to avoid speculation, I have listed the reason for promotion below. Those opposing commented on the user's being less sensitive to privacy concerns and the need for the tools.
- On need for the tools: No merit on the fact that the user does not need the tools. The user has requested access to the tools when necessary. As an editor-contributor, the tools do come in handy for tasks such as editing protected pages or speedy deletion for maintanence tasks.
- On the privacy related topic: Such a topic will be controversial, and opinions will always differ. To this matter I find daveh4h's comment (00:03, 16 May 2007 (UTC)) most apt.
