I was first alerted to the vote fraud when TommyOliver (talk · contribs) posted at WP:AN/I. He showed an unusual amount of understanding policy for a newbie, and already has a history of incivility [1] (including the familar WP:TEMPLAR routine with another user: [2]), and struck me as perhaps a banned user. I was not going to file a report, but I checked out contrib history, and the article had several spa's voting. Also request any block be done by admin, as I am not an admin.
