I believe the new user Luigi 28 is IP 151.70.71.169 (the two diffs above are the same) AKA User:PIO. Banned user PIO has a rotating IP set up in the 151.67 to 151.70 range, as evidenced by [4] (the whole discussion of which that is a part is revealing) and [5]; here's PIO arguing to be unblocked from his IP address [6] [7].
