Wikipedia:Requests for arbitration/Henrygb/Proposed decision
From Wikipedia, the free encyclopedia
After considering /Evidence and discussing proposals with other arbitrators, parties and others at /Workshop, arbitrators may place proposals which are ready for voting here. Arbitrators should vote for or against each point or abstain. Only items that receive a majority "support" vote will be passed. Conditional votes for or against and abstentions should be explained by the arbitrator before or after his/her time-stamped signature. For example, an arbitrator can state that she/he would only favor a particular remedy based on whether or not another remedy/remedies were passed. Only arbitrators or clerks should edit this page, non-arbitrators may comment on the talk page.
For this case, there are 12 active arbitrators of whom none are recused, so 7 votes are a majority.

[edit] Motions and requests by the parties
Place those on /Workshop. Motions which are accepted for consideration and which require a vote will be placed here by the arbitrators for voting.
Motions have the same majority for passage as the final decision.

[edit] Henrygb
1) Henrygb (talk • contribs • blocks • protects • deletions • moves • rights) has edited Wikipedia since 2003 and has been an administrator since April 2005. As established by highly reliable checkuser evidence, and not denied by Henrygb, Audiovideo (talk · contribs) and Facethefacts (talk · contribs) are alternate accounts of Henrygb. Henrygb's use of his alternate accounts has frequently violated the sockpuppet policy, including several instances of double-voting on requests for adminship and in deletion debates.

[edit] Failure to respond to concerns
2) Beginning on April 2, 2007, several weeks before this case was initiated, members of the Arbitration Committee notified Henrygb that there were serious concerns about his use of multiple accounts; he was asked to contact the committee to address the matter. Henrygb failed to address the concerns raised, either on-wiki or by e-mail to the Arbitration Committee, and has not submitted a statement or evidence in this arbitration case.

[edit] SE16
3) As established by checkuser, SE16 (talk · contribs) is another alternate account of Henrygb. This account was created on April 15, 2007, two weeks after Henrygb's use of sockpuppets was first raised as an issue on his talkpage, at a time when Henrygb's main account had been blocked by an arbitrator with the block summary "please contact ArbCom".

[edit] Henrygb desysopped
1) Henrygb's administrator privileges are revoked. He may reapply at any time, either a) by appeal to this committee, or b) after giving notice to the Arbitration Committee to allow verification that no further abusive sockpuppetry has occurred, by reapplying via the usual means.

[edit] Discussion by arbitrators
[edit] General
I hope that it is clear and will remain so that the "usual means" of reapplying for adminship is intended to encompass the existing RFA mechanism as well as any successor mechanism that the community may adopt in the future. The Uninvited Co., Inc. 19:17, 21 May 2007 (UTC)
- That would be my interpretation. Mackensen (talk) 21:26, 21 May 2007 (UTC)
- Yes, that's what I had in mind as well. Kirill Lokshin 16:04, 22 May 2007 (UTC)
[edit] Motion to close
[edit] Implementation notes
Clerks and arbitrators should use this section to clarify their understanding of the final decision--at a minimum, a list of items that have passed. Additionally, a list of which remedies are conditional on others (for instance a ban that should only be implemented if a mentorship should fail), and so on. Arbitrators should not pass the motion until they are satisfied with the implementation notes.
- The majority being 7, all pass. Thatcher131 18:03, 22 May 2007 (UTC)
