With the increasing popularity of Wikipedia, Wikipedia becomes a target of vandalism more frequently. One particularly nasty type of vandalism is page move vandalism, i.e. to move lots of pages to other locations. One persistent vandal is for example User:Willy on wheels and its incarnations. (see Wikipedia:List of banned users#Willy on Wheels for a list of usernames)

The wikimedia software has one option to require a minimum number of edits before a user can move pages. Currently, this minimum is set to 0, allowing any new user to move pages. This vote proposes to increase the minimum number of edits required for page move access to be raised to 100 edits.
