Reorganization Plan No. 3

Reorganization Plan No. 3 was an executive order by President Richard Nixon establishing the United States Environmental Protection Agency. The order consolidated components from different federal agencies into a new cabinet-level organization. Unlike other agencies such as OSHA, the EPA does not have a single enabling act.
