When the photo was taken, Finnish law did not grant copyright protection for photographs.
The current Finnish copyrght law (49a§) sets photo copyright expiration to 50 years after the year the photo was taken.
Either way, the photo is PD.
Public domain This image is in the public domain because the Finnish Copyright law of 2005 specifies that photographs not considered to be "works of art" become public domain 50 years after they were created.
