Could someone tell me why there isn't a "present" vote available in the U.S. Senate? Was this ever available? Is the lack of a "present" vote meant to magnify the influence of the veep through possible Vice-presidential tie breakers (as instituted by the Framers of the Constitution)? Or was this simply a fact of history that it happenes that we have only this binary choice in the Senate, but three choices available in the house? thanks in advance.
