It is believe the usage of this screenshot in Wikipedia constitutes fair use because:

1. It is used to illustrate the climax of the film.
2. It shows the setting: The frozen room. The design is unique that it's the easier for the average person to understand if they are given an image.
3. No replaceable version of movie screenshots exist.
4. The resolution of the image is much lower than the big screen.
5. It does not hinder Jackie Chan's ability to sell his film.
