Razoul is the Chief Guard of Agrabah. Controlling his men with an iron command, little is known about his past. But since the series began, he has arrested Aladdin, Cassim, and Iago, and even put Aladdin's head on the execution block. After the Sultan, the Grand Visier, and the Princess, Razoul, apparently commanding every guard - both palace and street - appears to be the fourth most powerful authority in Agrabah.
In the first film, Razoul arrested Aladdin and knocked Jasmine to the ground, not recognising her as the princess. When she ordered him to release Aladdin, he apologised and said that his orders came from Jafar.
In the second film, Razoul arrested Aladdin for the murder of the Sultan and followed what he believed were Jasmine's orders to have him executed.
In the third film, Razoul arrested Cassim and Iago for trying to steal The Oracle, but Aladdin broke Cassim out. Distracted, Razoul arrested Aladdin again.

It's obvious that Razoul dislikes Aladdin. But that seems to be more as a result of Aladdin's previous life as a thief who continually eluded him. Though agressive and violent, Razoul has often proven himself loyal to the Sultan and Jasmine. Before Jafar's duplicitous actions were uncovered, he also followed his orders.
Razoul shows no sympathy for lawbreakers, whether young, old, male or female, and appears to take pleasure from the power he has. When Aladdin was arrested for the alleged murder of the Sultan in The Return of Jafar, Razoul was obviously pleased that Aladdin was finally in a cell, and certainly not fazed by the order to execute him.
