An Information System (BCIS)(IS) is the system of persons, data records and activities that process the data and information in a given organization, including manual processes or automated processes. The six elements are interactively creativity, associate, logic, criticism, ethics, and judgement, after considering external factors in marco-environment. And then, a decision-making is right generated at this moment. But, because external factors are continuously changing and increasing, the decision-making may be wrong later. Therefore, the decision-making should be dynamic, not stable, from time to time. That is, every second may be changing.
