This is a ramp meter on the westbound Sylvan entrance to US-26 in Portland, Oregon. The signal is shown here during off hours. When it is active, the black box illuminates a 'STOP HERE ON RED' message with a diagonal down arrow pointing to the stop bar painted on the pavement. There is another meter opposite this one for a total of two lanes. They activate alternately of each other, allowing one car to proceed per lane at a time.
