[edit] Town versus city

Shouldn't Raiso be referred to as a town? The Raisio town website says this in the English section:

"Welcome to Raisio, a young coastal town in the south-west of Finland. Raisio offers you interesting attractions and good services."

According to the article text, the Finnish name is supposed to be "Raision kaupunki", and to my knowledge "kaupunki" can mean either "city" or "town". The Swedish name is "Reso stad", and "stad" may mean either "city" or "town". Many languages don't differ between cities and towns, making the distinction very dubious.
